At their meeting on 29th April 2008, the City Council’s Planning And Rights Of Way Panel resolved to grant planning permission for this development.

This will have a major effect on the centre of Swaythling as the drawing below shows.

OPEN GARDENS DAY

Along with eight other members of the HCERA, I was delighted to be part of the open gardens day on Sunday May 18th. I confess to some trepidation beforehand would people come? Would they enjoy my garden? Would it rain? Would I miss out on seeing the other gardens? I needn’t have worried. The sun shone brilliantly, nearly 30 people came to view, and with the help of family and friends I managed to see and enjoy the variety on offer at all the other gardens. From colourful country cottage style to simplistic grandeur and inventive use of available spaces, both large and small, all types of garden were on view. I was particularly pleased to see people growing their own vegetables, along with flower borders, trees, ponds and ornaments and to learn that the local bird population is well catered for in the Herbert Collins area! Thanks go to both the organisers and those kind or brave enough to open their gardens. I understand that £35 was raised for Tools for Self-Reliance.

PLANTS FOR FREE!

A new law comes into effect in October to prevent the loss of front gardens to parking by requiring planning permission for any impermeable drive surfacing. It is a major problem with run-off that currently soaks in to help build up underground aquifers. Two strips of paving or gravel between low ground covering plants should be sufficient for parking off-street.

The Town and Country Planning (General Permitted Development) Order 1995 will be amended - Ed.

MIDSUMMER PARTY

This year’s party, attended by about 100 people, was an enjoyable and successful event not least because of the warm sunny weather. While Ian Jarvis and Tom Horton cooked numerous sausages and burgers, Sue Mellett organized the children. She was assisted by Millie Law who started the races. Anna Hammett painted faces. Residents brought along a splendid selection of salads and puddings. Thank you to everyone who contributed to the success of the party.

HCERA AGM

The annual general meeting of the Association will be on Tuesday 23rd September in the Hardmoor Early Years Centre, Leaside Way at 7.30pm. After the formal business there will be a talk by a Southampton magistrate, Jackie Barnes, on “Local Justice - The Work of a Magistrate”.

SOUTHAMPTON PARTNERSHIP

Formerly, the five Neighbourhoods Partnerships each had a representative on the Southampton Partnership but lost these following reorganisation. The Southampton Partnership Strategy Board now has only five voluntary sector representatives. These representatives are chosen by an election run by Southampton Voluntary Services (SVS). Voting is by the bodies that are members of SVS. To secure a vote, the HCERA has applied for membership of SVS. This is free of charge. Nomination of representatives closes on 1st August.

THE TRAVELLERS’ SITE IS DEAD

Following the Tories gaining control of the City Council in the May elections, the Council on 14th May resolved that the Gypsy and Traveller Site at Monk’s Brook be deleted from the 2008/9 improvement plan.

IS PARK AND RIDE DEAD?

The land on the east side of Stoneham Lane, within the City boundary, will not be used for park-and-ride in the foreseeable future. At its meeting on the Monday 30th June, the City’s Cabinet agreed in principle to offer a long lease to the BTC Sports Club and to recommend to the Council that park-and-ride at Stoneham be deleted from the Local Transport Plan 2006-2011.

NEIGHBOURHOODS PARTNERSHIP

Members of the Council’s neighbourhood involvement team must be biting their nails as they wait to learn who will be made redundant after the loss of five full-time-equivalent posts. Later this month it should become clearer, following a fit-for-purpose review, how community involvement is going to be delivered. It is already clear that the Neighbourhoods Partnership structure of a coordinating group and regular meetings of working groups will not survive. The Neighbourhoods Partnerships may continue but be given the role of planning and running an annual consultation event or “summit”. This would be aimed at finding the views of residents on local issues and their willingness to contribute.
